In 1712 the Tula Arms Plant was created by order of Peter the Great, who saw the need for a weapons factory in the small town of Tula. The townsfolk were being threatened by invading nomads and had little ways to defend themselves; the nearest arsenal was located in Moscow, which was much too far to travel in those days.
